Sasa wameamua kuwa ili matokeo ya miradi hiyo yaonekane basi wameamua kuunda chombo kipya ambacho kazi yake itakuwa ni kufuatilia utekelezaji miradi mbalimbali. Sasa najiuliza kama miaka yote hii hawakuwa na vyombo vya kusimamia na kufuatilia miradi hiii walikuwa wanafikiria nini wakati wanaandaa miradi hiyo.

Dodoma — TANZANIANS should expect reformed leadership and government in its delivery of development programmes, President Jakaya Kikwete said on Sunday.
The president said this in his closing remarks of a two-day seminar on implementation, monitoring and evaluation framework of National Development Plans and Programmes.
President Kikwete said a team that will evaluate the existing structure will be established and propose an effective delivery unit in the Tanzania context, learning from the Malaysian model.
He has directed all ministries to start setting up and organising their own system of supervision, monitoring and evaluation, as they wait for the national system to be set up by the team.
"The seminar has made a huge difference from the way the government delivers its duties, we have learnt that we need to be focused with clear goals and targets and we already have the Vision 2025.
"We have learnt hat we cannot do everything at the same time," he noted. He said the team will present its report in another government retreat in October, which will kick start the process of adopting and customising the Malaysian Big Fast Results model to suit Tanzanian environment.
"The proposed team will come up with proposals on best way to adopt the Malaysian model so that we can deliver our duties better," he explained. He said 50 years ago, Malaysia was at the same level with Tanzania, but 50 years down the line, Malaysia has made big strides in development.
"The important thing, we have learnt from this is that, we can also make it," he added. President Kikwete expressed gratitude to the Malaysian team that provided the knowledge, noting that they have been generous in sharing the knowledge and experience.
"We have come out of this historic and ground breaking seminar transformed. The public should expect transformed delivery of government responsibilities from now on," he added.
He said the Malaysians took all participants slowly through process of the mechanisms of how to make things happen, analysing issues, and agreeing on how to solve problems, monitoring and evaluation. "It's not rocket science; it's not hard to comprehend. It's simply easy to understand and do. You gave us the ABCs of doing it, I promise we will do it," he stressed.
Reading out the resolutions, the Chief Secretary, Ambassador Ombeni Sefue, said the government commits itself to improve delivery and accountability by emulating the Malaysian model. He said the participants learnt from the experience of Malaysia on framework for implementation monitoring and evaluation of their economic and government transformation programmes to achieve fast results.
He said the way forward a multidisciplinary team drawn from a wide spectrum of stakeholders will be established that will propose and prepare a roadmap for operationalisation of an effective delivery government unit, learning from the Malaysian model.
